To transfer it to a debit card:

1. Log in to your Amazon account.
2. Again, click on Account & Lists and then on Your Account.
3. From the options, click on Manage Your Content and Devices.
4. This will open a page that lists your Kindle library (left side of the screen).
5. Under Your Kindle Account, click on Kindle Payment Settings, which will take you to a page with all your payment options.
6. Click on “Edit”, and from the options, choose “Add a new payment method”.
7. Enter your bank information and verify it before you continue further.
8. Choose Amazon Gift Cards as your payment option.
9. Type in the amount of money you want to be transferred.
10. Lastly, add the gift card number and a pin code for that particular card for it to be linked to your bank account.

Is it possible to transfer an Amazon gift card balance to another account?

The straightforward answer to this would be no, as stated on Amazon’s terms and conditions. But, there are some ways you might try to transfer your Amazon gift card balance to another account and the first one to try is by calling Amazon’s customer service.
